problem with scenario

tried the scenario 'the Balancer' which is my favorite mod. Got message " Error reading file.

Missing entry in text\Pedialcon.txt:ICON_BLDG_Military_base."

then the game exits to windows.

whtat does this mean and what can I do and to whom do I go for help. thank you
