Scenario Creation Question

What's the deal with scenario creation? Are true tools going to be included in the Multiplayer version or what? I did not buy Civ III because I was aware of the deficiencies. Have they been solved?

PS: Does "capture the princess" evoke memories of Mario 1 for anybody?

I hope so. But I don't think we know yet

But if it's not in PTW, it has to come in another expansion some day.
