I just remembered in civ2 pillaging was selective, i could destroy a mine before i destroyed a railroad, etc. Why did this feature go away?
i also dislike roads/mines/irrigation going away at the same time.

Good question. For me, the most important problem is that you can't remove forts without taking out the rail, road and mine first.
Agree with Zachriel - this only bothered me when I wasn't able to remove the Modern Age green blob forts; I would like to have selective pillaging back, it's a minor thing to add after all.
I never pillage, because of this problem. It is to much of a risk that tt may be costing my unit an entire movement point just for the privalge of pillaging.

that could be exploited like the "plant woods, clear woods" i later times when you have free workers
however, a "raid city" with some hired barbarians (or some invisible unit) would be a nice idea. as long as the city doesn't have a police station, theft would have a high chance of success (without declaring war)
