. ability to change culture group names and graphics and music files, so a mod set in europe can have the different regional cultures with different architectures etc. , for example divided into germanic , iberian , etc.
. more flexibility in game parameters. the following might stretch things too far or make things too hard for the developers but theyre only suggestions:
much of the current parameters in the game are understandable as they are very simple and elegant for the game as it was intended, but flexibility i think should be one of the main goals in the editor. for example, adding more levels of combat experience, while having improvements that not only prepare veteran units but prepare the next level of combat experience so for example barracks lev 1, lev 2, etc , and similar allowances on other types of rules ; adding more terrain improvements ( i suspect with play the world this has been added because of outposts and airfields) ; wherever possible allow adjustment of rate something is multiplied or divided (instead of just doubled or halved) , and allow adjustment of type of benefit , ie instead of all terrain as roads, 'cut movement on x terrain' ; some type of system to account for flexibility in user created wonder effects , unit advantages ,improvements,etc to allow the users to actually create something interesting instead of just sorting things around.
-- one suggestion would just be for every item to have a listbox with flags to be checked and also other types of inbut boxes to then mark things associated with the flag (resources, terrain, modifiers, etc), but to which flags can be added from a general list of flags. so, as an example, someone might under some government type add the flag 'trade +[x]' or 'unit upgrade cost reduced by [x]'.
-- what might be useful is if the flags are linked to real properties in the editor - like the lighthouse turns off the dangers of sea travel, turning off danger of ocean travel , or turning off disease produced on flood plains and jungles, etc. so the editor sees that the jungle terrain has a disease flag, so then the user of the editor is then allowed to add a flag to something else which allows them to turn off the disease flag of jungles, the extent depending on what is built--for regular improvements for the city, for wonders, continent or worldwide, for governments world wide, etc.
