Civ 3 suffers from the "Bigger Always Better" syndrome (though not as severely as Civ 2 did). It means that large civs are more efficient than small ones, which makes the game unblanced.
One important reason is that Small Wonders cost the same to build no matter the size of the civ, while the benefits are greater for larger civs.
One solution is to make the cost of Small Wonders proportional to the number of cities, just like the cost of a Palace.
