Could you please allow non-Marine units to attack land squares when departing ships, as long as there is no city there? Either that, or allow ship bombardment to destroy units. If you choose the former, Marines will still be useful for attacking cities from sea, but it would mean that you could actually hope to capture cities on small islands before the advent of amphibious warfare. In my current game, the Aztecs have one city left, on a two tile island. The city is defended by a spearman, the other tile by a pikeman. Since bombardment can't destroy the pikeman, there's no way I can land and attack the city. Because I'm only halfway through the Middle Ages, it'll be another 50 or so turns before I can finally destroy the Aztecs.
Humans are like cockroaches, no matter how hard you try, you can't exterminate them all!

You can give other units the "Amphibious" quality in the editor.

You can also give units "Lethal Land / Sea Bombardment" in the editor.

Ive solved this problem by crreating an early era marine unit. I forget the name of the unit that the creator gave it, but it is basically like a swordsmen that fights at sea. I also allwed Roman Legionaries the ability for amphibious attack, because IRL, they fought at sea as well as on land.

One could simply give the Marine flag to the Swordsmen.
The difference between industrial society and information society:
In an industrial society you take a shower when you have come home from work.
In an information society you take a shower before leaving for work.
