A new element that should be in PTW or Civ IV is International Trade Organisations, such as the EU. This could be like, say, the English, Russians and Babylonians forming a superstate with a 3 leader council for the leadership. Now before you all poo-poo that because it would take the fun out, it would be quite realistic. This is because there would be decisions made by taking a vote, giving the individual leader less power, as in real life. There could be stages of integration, starting with a 3 way MPP, but anyone can pull out at any time. This probably would only work in multiplayer though, as it would require complex negotiations. Bring on multiplayer!!!

City Improvements? Let's take an example: 3 empires, each with 30 cities 'bond' together. That's 90 cities. Say 20-40 of those cities finish production on the same turn. You vote 40 times? That would slow the game down even more. And what about unit production?Originally posted by joony
