I think this is possible. All the programmers would have to do is make a successful bombardment trigger a Golden Age. That can't be too hard now can it? What about the American F-15? I've never used it myself, but when it has a successful bombardment of an enemy, does it not set off a Golden Age for the Americans if they haven't already experienced one? Of course, you would have to make it so that once the F-15 set off the Golden Age with a successful bombardment, then shot down a bomber or something, it shouldn't trigger the Golden Age again.

I could be very wrong, but when I was playing Chieftain when I first got Civ3, I seem to recall bombing with an F-15 and getting a golden age. I had no clue what it was, you see.
Incidentally, is air superiority considered a battle? If your F-15 intercepts a bomber, is that a trigger?
Perhaps I'll go check that out!
