Guerilla/Resistance training is all about taking as few casualties as possible. This could be reflected in-game with an ability to retreat from all kinds of troops (or stealth ability as mentioned above). Maybe greater defense against bombard?? Greater zone of control??

I'm not so sure about that. I think you weren't going to get anything more than a few word explanation out of JM at that point, and that's no time to explain the partisan effect. Later in the chat I did say something to the effect that I was excited to see the partisan effect from Civ2 was coming back, and no one contradicted that.
Also, note that infantry is not capitalized. So we don't necessarily have a connection with the Infantry unit per se. The fact that it has no resource requirement is no suprise - I wouldn't have expected one.

No one contradicted most likely because no one heard. I remember having to ask my question up to 5 times before someone read what I typed.
Most people don't capitalize "infantry" as it is, whether describing the unit or not. I do, simply because I'm terribly fond of proper capitalization, spelling and grammer in all my writings/typings.

So did you misspell grammar on purpose then?
Of course Firaxis wants to keep things a secret - its remarkable we were even told about these units at all. I wouldn't say that the lack of more info about these units means anything, one way or another. We don't really know, but of course we scrutinize info like ancient diviners looking at tea leaves.
