Perhaps they should have called it "Civilization 3: Attack of the Multiplayer" or "Civilization 3: TSHBPOTOGBWDWMYBTL(This should have been part of the original game, but we decided we'd make you buy this later)"

I agree, "Play The World" is probably not the best title possible.
So lets do our own titles, here come some suggestions:

"The multiplayer files"

Well, as someone can remember, we had a similar thread a month ago about the name for Civ IV (just in case Firaxis will make another sequel).
I think some suggestions are quite interesting and some amusing. You can browse the whole thread at the link.
I'm quoting again mine suggestions straight here (they are just for kidding, of course):
May be we can chose between choice like:
"This Time Not Rushed Civilization"
"Sim Civ, from the designer better know for his Sim Golf serie"
"A massive multiplayer Civ as you never saw since... well, as you never saw"
"Civ IV public beta"
"RoN - Rise of civilizatioN"
"Civ four the Cashcow"
"X-Civ for X-Box (X-rated with nude Cleopatra, Elizabeth, Joanne D'Arc - parental locking available)"
"CivilizApolyton" - already mentioned above with different words
"UnCivilization" - a prequel to the Civilization serie
"Oh, no! More Civilization" - with forced automated workers as smart as Lemmings wandering around brainless
"Another Civ 4 You"
