I would really like to see some form of oceanic worker, so that we can have sea colonies (oil rigs etc, mayby cities), sea pollution could be enabled, and things like nets fisheries etc could be produced.

but yes, i also feel sea tiles are somewhat too passive.Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?

When it comes to oil rigs, wouldn't it be enough with a city improvement like the one we had in Civ2?

Maybe you could make it so that regular workers are capable of doing this. To get them to the coast/sea square you want them to work on, you'd then load them onto a transport, and send it to that square. I like the idea of having more active sea tiles, but I'd say more castal improvements : modern fisheries, import/export platform (to add a commerce per sea tile or something).
