From the main menu -> multiplayer -> Host -> Game type (top left) - pbem or hot seat or anything you's like

I would make sure to toggle from "internet" to "local" in the screen after you select "multiplayer." That way you won't pick up any MP players who may be online with you at the same time. If your machine is not connected to internet at this time, then you won't have this problem either.
