how does diplomacy work in PBEM?

I gotta put my turn on hold until I figure out how to do diplo stuff.

The in-game system is a little different because you can't see other people's resources.

1. You offer techs (or anything else) and send the offer.
2. The other person adds their items to the other side of the table, and can remove some of yours. They click Accept before sending the offer.
3. You accept the counter-proposal.

It's a good idea to make trade agreements out-of-game, then trade when everyone agrees.
