I have a problem.
America has a tech this turn that they did not have last turn. They have also built and completed a wonder that this tech is a prequisite for. The only way way for that to occur is to change builds in a city while all of your cities that have completed units have pop-ups that ask what to be built next show on the screen.
I believe this to be an exploit and is not within reason to use.
I do not like the road this game is traveling. I am thinking of quiting.

And you know this how ? Succesfully stealing tech every turn ? Sounds believable.
Swithcing builds during production phase is widely used in many competitive events, including CFC GotM, i dont see why BF dont like it.
Quiting sounds good indeed, since BF's actions are more and more suspicious. Havent had such doubts ever before in PBEM games.

I guess I didn't explain it well enough. I will copy here an excerpt from a list of rules being used in the ISDG. I agree that somepeole may think it's fine to do it; there's some who thinking reloading to get differnet combat results is ok. I had done that I could have 100 Armies by now! The game is not fun if you have to cheat in any way. Anyway, here's the rule we've adopted. No one objected to this rule in the slightest.
3.2.a) Hitting F1/back-forward to change production
Description: It is possible to use F1 to go into city views and change production or rush items before a city has been reached in the pre-turn production queue.
Definition: This can result in tech-enabled units and Wonders being completed the very turn the tech is researched, or production to be changed in response to an enemy's actions (like Walls if a stack moves toward a specific city and not another).
Purpose: To prevent the unfair allocation of resources not intended to be used in a certain way on the previous turn
Verdict: Using the pre-turn production queue at the beginning of a turn to change production or to rush builds in a city is a violation of this rule.
Punishment Level: Once - Red
Also, I can know if you have completed research by simply calculating the cost for a tech. If the cost on one turn is less than it was on another (to keep the explanation simple) then you know someone has aquired a tech since research costs are lowered in proportion to the number of Civ's who have it.
Did I steal techs on every turn? No way. I could not afford to. Did I spend upwards of 3,000 every time I did so that I could do it "safely"? You bet I did.
Conqueror: I think you are very used to playing the AI and don't give me enough credit. Since you have accused me of cheating I will quit this game. You can find a replacement if you like. Ask them to PM Eli for the password. Have fun.
