Annoyance of broken promises has not resulted in war. The German-Hittitie Commonwealth is in anticipation of a reply from Rome.
1st Rome built a city in very close proximity of 2 Commonwealth cities, at a larger distance from the nearest Roman town and far away from its core. This resulted in a spicy discussion were Rome promised not to expand the cultural borders.
Rome has broken that promise and is still expanding on the backside.don't worry about things you have no influence on...

Rome denies making any such promise limiting cultural expansion of Roman cities. While "spicy" discussions relating to the placing of a Roman settlement did indeed occur (a German town was also settled in the vicinity against Roman wishes), there was certainly no undertaking, either explicit or implied, not to build culture.
Rome regrets the German misunderstanding, however does not apologise for its economic policies, nor will it hesitate to pursue security for its citizens through strengthening its borders.
