ATTENTION HITTITE AND SPANISH FRIENDS
The party of the National Association of Zulu Intellectuals (NAZI) has seized power in the recent Republican elections in Zululand. Comrade Shaka has replaced the former incompetent head of the military with a sharper mind, General Atom Heart Mother.
General AHM cautions Zulu's neighbours in this Nuclear age that the Zulu nation will not tolerate any risks to national security posed by foreign vessels that may possess disproportionate powers of mass destruction.
As a result, you are hereby advised that any Nuclear Submarine spotted by Zulu Destroyers more than 1 tile from its homeland will be attacked and destroyed by Zulu forces without further warning.
The Zulu high command also views Aircraft Carriers in international waters with great disdain, as the only possible purpose for such vessels being abroad is to carry Bombers and Fighters for active duty. We therefore issue a similar caution against such vessels.
The Government of the Democratic Republic of Zululand treasures its friendly relations with the nearby Spanish and Hittite civilisations, and sincerely hopes that military misunderstandings will not occur. However, we shall make no apology for any pre-emptive strikes launched as a result of violation of the above protocol, whether inadvertent or otherwise.

The Spanish government is willing to recognize to some extent Zulu demands regarding Nuclear Submarines, given the dangers of the horrid weapons our militaries may now possess. It rejects the tight standards Zululand wishes to impose, but will acknowledge as fair any pre-emptive strike on a Nuclear Submarine that is within launching distance of Zulu lands. It is willing to apply similar standards to itself and to the Hittites. Spain would also like to reaffirm its commitment to pre-emptive strikes on any transport vessel within striking distance of its lands; Spain will not tolerate other navies that present a threat to its shores, whether in troops or in nukes.
However, it does not recognize the outrageous demands of the Zulu in regards to aircraft carriers. Queen Isabella herself is unable to see the difference between the addition of aircraft to naval patrols, and the great militarization of waters that Zululand itself has helped accomplish with its array of Cruisers. Spain acknowledges that aircraft carriers should not be brought in close proximity to Zululand, nor in unnecessary proximity to its neighbors the Hittites; but it will not be dictated to with regards to how it should defend its fleet.
Spain recognizes the national security concerns that we all must have in the Modern Era, but hopes that all governments will work together to ensure that our weapons of war need not be used in any event.

The Hittite people have an extensive intelligence portfolio. What is clear is that the militaries of both your Empires are incapable of launching a military campaign against the Hittite nation, at least not one that would be succesful, beneficial or in your best interests. As such our peoples are not bothered by such petty squabbles about location of military assets. If you have requests we will try our best to accomodate in order to allay any fears you have about our military.

Since Spanish Nuclear Submarines can mvoe 6 and Tactical Nukes also have a range of 6, this means that any Spanish NS seen 12 tiles (Hittite 11 tiles) from the Zulu land are in striking distance next turn.
