how do i build these if they are not available in my build section?

(only 1 palace and 1 forbidden per civ correct?)

I turned off science

am i doing something wrong?

also
should I change the normalcy button to anything?

if you change normalcy to war then you can only build units.

you should have all the "wonders"

I will launch next turn an effort to relieve some pressure from Prussia of governing its citizenry

I can send you the file for single player mode -

just bombardment not fixed

will sent that when save has gone in a few minutes
