If you've already reached Invention, then the upgrade will be straight from Shogun-1 to Shogun-3. This is a 40 shield jump in cost, and given C3C upgrade costs of 3g per shield, this will cost you 120 gold. If you don't have that much in your treasury, the upgrade button will not appear.
