The ones without a direct target fortified, so apparently it is not. Or I got a weird stroke of luck (4 out of 4).

edit: my apologises... I reloaded the game recently and have not made such changes... and will not be tonight either.. I am still trying to find the reason the came crashed last time.. thanks for your patience
