Bzw. I dunno what you guys do... but as usuall when I take over some Empire, the new king makes some radical decissions... which may lead to prosperity... or not (in that case SelfBiased has to do some repair when he comes back)

At this stage in the game it would probably be like 20 gp. That's not worth much. You would be better off asking him to direct you to his nearest empty city.
