Sire my Japanese people are not happy with your city building regime in france, you are building cities directly up against japanese lands stealing what had already been developed by our workers.

We see this and yet we have welcomed passage of your settlers through our lands to find suitable empty land and we also see empty spaces to your north.

We stopped spreading in your direction to avoid this sort of thing some time ago, we even abandoned plans to build on one occasion due to your settlers moving in where we had laid roads. You did ask at the time if you could build at 444 but your city was placed at 44 instead so we would ask for the removal of certain worst case offending towns.

New Paris being one we are most frustrated about, though there are a few others too.

Indeed you are Sire and we are most grateful for your valued assistance, however that is Korea! not Japan

Its a funny concept this playing more than 1 civ, I wonder if anyone has ever gone to war on themselves over border disputes or the like
