I have 1 cow that is in the city radii (after the first expansion), but I actually forsaked a lot of tile improvements and instead chopped some forest. Also, I didn't build any defenders (don't get any ideas, I have them now) or scouts, and instead used my lux slider to keep all 3 people working. Sure, I lost 2-4 turns of research, but big deal when you compare that to how fast I will be growing now.
