The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Wrong:
1. It's still civ3.
2. The multiplayer doesn't work.
3. The city cap sucks.
4. I don't like the way civ3 punishes the better player and rewards the weaker player.
5. It's civ 1.5, a step down from 2.
I don't have PTW so I'll only comment on the bad stuff which needs improving:
1) Multiplay needs fixing.
2) An IP connect option needs adding.
3) Start locations need evening out a bit and seperating by greater distances on smaller maps.
4) I'd like to see the combat system improved with an option to double the hitpoints of all units and the rate of fire of all artillery units to even out freak results a bit.
5) They need to remove the penalty the leading player in the tech race recieves. Getting a tech lead is much more difficult than it should be. Would also like to see the minimum tech 4 turn cap removed and corruption lowered a bit for no. of cities.
Basically, I'd like to see changes which emphasize skilled play, rather than the current rules which tie good player's hands behind their backs.
well I can no longer say multiplayer doesn't work. But it doesn't work with zone alarm on.

worst things
1) extreme lag
2) humans suck and leave the game when I beat their ass up
3) cities still switch production automatically ( I know I checked build same unit type- but after building horseman it switches to spearman)
4) I worry PBEM doesn't have enough anti-cheat measures in it (haven't verified this)
5) More messages needed in multiplayer. Maybe have different colors. Red for unit lost. Gold for city information etc.
edit: this is an add-on. RESEARCH WTF! at first I didn't seem to be researching anything. I was not notified of any successful research. The timer on the simultaneous moves went so fast I really didn't have time to mess around with the function screens. I barely could keep my bases producing horseman, temples, barracks and moving my horseman/spearman as I smashed my first human opponent today.
