every 5 turns:
Palace - Marines
Granary - Worker
Temple - Worker
Marketplace - Explorer
Library - Artillary
Aquaduct - Worker
Coastal Fortress - Marine
Harbour - Destroyer
Airport - Fighter
Cathedral - Heavy Tank

every 12 turns:
Naval Academy - Destroyer


Explorers can join cities

Fighters upgrade to fighter bombers
