Civ3 saves are compressed data files and can't contain viruses. Only executables like program binaries or scripts can contain them. It can happen once in a while, that by pure coincidence a part of the compressed data (looks pretty random in the hexdump) is identical with a virus signature and fools the virus scanners. I also had already PBEM turns from others in my virus scanner directory.

I doubt, that if I replay the turn, it would produce another save. Just disable the scanner, receive the email and enable the scanner again.

the chance of an equal signature is very very low.

but you're only party right that only executables and scripts can contain viruses. because i'm sure outlook can even make jpgs carry harmful code by using stack overflows
and afaik acrobat reader once had a bug that let harmful code embedded in PDFs execute something...

If it's code, and executable, it is not pure data anymore. Civ3 saves, however, don't contain executable (self running) or interpretable (script) code. Civ3 doesn't have a scripting language.
