Level 3 for me, but a minimum of level 2 is acceptable to me.

I would prefer -- verge on requiring -- voluntary disclosure of combat. In other games i've had problems that I had a scout unit out that I forgot about, particularly in a game that had a slow-down. I play a lot of civ games (not as many as Paddy but more than a couple) and it's pretty much a given that, unless a game is moving really fast (which thankfully this one is, for now) i'm going to forget what's going on to some extent -- as will all of us. A simple note of "Hey, I killed your spearman", followed oftentimes with a "Take That!", is acceptable to me -- but I'd like the notice.
Con, I understand what you're saying about an accounting game, but what you did sign up for is a strategy game, and it's not possible to play a strategic game without knowing how the military battles turn out. Otherwise you're playing a builder with the random attack-from-afar. The only way I see it being ok to play, particularly a TOURNAMENT game, without reports is if the FoW is turned off.
Now THAT would be a fun game ...
