Yep corrupt file or some sort of bug, kept crashing my machine.

No bother Rommel, Replay was due to a gifted city's citizen appearing as "A Barbarian CHiefdom" rather than as a french citizen. This made him unhappy due to war wearieness, but it had the knock on effect that all my cities where suffering from max. war werieness withthe barbarians!
