It's not near 95%. They %'s are dependent upon how many land, coastal, and sea tiles their are in one person's control out of the total available on the map. I haven't even explored the whole map so I can't know what % I hold. Anyways, Attack away!

Hmmm...

I think I have another solution. I gift you a city, on your home continent. You accept it. Then you can abandon the other city. Then I declare war on the city I gift to you.

Or, I just come after you. It should take about 5-6 turns I think.
