WTF, that doesn't make sense

I have two citys that i have noticed somthing odd in,

One of them can build MA in 1 turn, and ICBMs in 9.
I have another that can build MA in 3 turns, and ICBMs in 5.
That doesn't quite make sense to me.

Help negate the vegiterian movement!
For every animal you don't eat! I'm gunna eat three!!

A guess: the ICBMs in 5 were actually Tac Nucs.
