        The last city will contain the Palace by default, and as such cannot be taken by any means other than force of arms.

                I thinks so, although I've seen here some stories about cities with FP flipping to the (higher cultural) enemy.

                      It should be retitled somwhat restricted palace

                        Capital Cities can NEVER flip. And the 'NEW' Capital convieniently moves to the next largest city when the current Capital is taken. When it comes down to the last city, this will be their Capital and will NOT flip.

                        What's really bad is when the last city is on a 1 square island. You need a transport full of Marines (or Berzerkers) to take it.
