In Civ2, units that were veterans had 50% added to their attack strength
How about having levels of Veteran or a Veteran Percentage bonus that rises with each combat victory
After winning in a battle, a units becomes, say, a "Veteran 15" which means that its attacks are now 15% stronger
This rating then rises further next time it wins in battle to, say "Veteran 25" which, you guessed it, raises its attack strength by 25%
This keeps going until it hits 50%
Barracks could create units at level 25 but those units would have to have won in combat several times to reach the maximum bonus
Thus, armys that are returning from war are more battle hardened than when they left, regardless of how good their training intitially was
Think about the German army prior to WW2 and how much it benefitted from its "trial run" in the spanish civil war.
