How cool would an absolute massive (no bigger than that) map be that people all over the internet could play at once? Lots of problems granted, but how cool would it be if you did have it?
Ok problem is that people aren't always online... how about having it so that a nations area is divided into regions (ie. provinces) The initial creator of the nation can they get friends and people he knows that are good and want to, to govern those provinces. You have a large number of people, over the world, so that there is a low chance that areas will be ungoverned at any time.
If no province commanders are online, other province commanders can temporarily take control of their areas. If NO ONE is online, then the computer plays for them.
Have a message system so human players can tell the absent player s the strategy they werre attempting and an auto-reporting system that summarises changes since that commander was last on.
If you played with people you have known over the smaller network games then you know each others strategies and can make rules (ie. "no buying techs") or just preferences among yourselves.
