Do these things work? I have a bunch of enemy frigates blockading my port and the Coastal fortress hasn't fired a single shot? I have the latest patch. I just reinstalled Civ3 after having taken it off my HD just weeks after it came out. I've tried to read all the new FAQ and the readme but I don't see much addressing.

And if they are working properly, how are the damn things supposed to work?

i think that they only bolster your defense in the event that a ship attacks your city.

They do work, but only come into action when a unit moves two tiles in your city territory.
The same way zone of control works basically.
This doesn't mean they will hit anything.

In PTW yo can see this too (when they miss), In vanilla civ, you only see something happen when they hit something.
BTW: there really worth the build time IMHO, unless you really don't have anything left to build, and even then

They take almost no time to build when you have a factory in that city. They're cheap insurance against bombardment.

They are ok against a frigate or likewise, but the chances are very slim they will ever damage a battleship...
