Just curious: once you eliminate a civ from the game, can its cities ever culture flip and reintroduce the civ?

I believe that is not possible. When you conquer the last city of a civ, you are no longer at war. If a city would change back to it's original owner, what would the situation be like then? War, peace, try again, abort?I'm not a complete idiot: some parts are still missing. -
AFAIK they can't. But Civs can respawn if the elimination happens early.
