Unmodded game.
I built 3 cities on the opposite side of the world, in order of A, B, C accordingly. All are size 6 with similar terrain (grass & coast). City A (Fantasy Island) is east of City C (Owega's Pain) with a harbor & temple. City B (Babylon 5) is west of City C with a library and harbor. Both City A & B have excessive corruption producing only 1 shield & 1 coin after corruption.
Why is City C immune from the same type of excessive corruption, while being further from my Capital and Forbidden Palace?
