OCC rules

What are the "official" rules for an OCC? I tried once but in the first goodie hut I got a settler and built another city. I suppose that doesn't count (just couldn't abandon my settler...... ). What map size do you play on and what level/strategy?

well, founding a second city is definitely no OCC

I tried OCC on warlord twice, one lost one win. I won with cultural victory, although some people only count the spaceship victory as real OCC.
