9999 is evidently the maximum number that can be represented in that field. So if it says something takes 9999 turns, that really means that the current rate is 0, and the event will not happen even after an infinite number of turns at that rate. So if your city needs an aqueduct or a hospital, it will not grow, hence the "9999". Similarly, if your city is in civil disorder, it has no net sheilds, and it "takes 9999 turns" to build something, which really means that at the current rate of 0, it will never be built.
When your city is not taking in surplus food, however, it will simply say "no growth", IIRC. Only lacking an aqueduct or hospital gives the "9999".

Raiche23/Todd Hawks are correct in essence but their reasons are incorrect.
When the city reaches it's maximum pop potential, whether it is 6 (no aqueduct), 12 (no hospital) or food limit, what you see is a "-" in the "turns to next growth" box.
When you see 9999, this means that your city is in disorder and no growth or production is possible.
When the city goes back into "order", the 9999 will switch back to the real number of turns or to a "-" which means that the city can't grow anymore.
umm... that can't be right. My cities are almost always happy as hell, only time in civl disoredr is when I'm switching governments. I get that 9999 growth turns thing then I build an aquaduct and It'll go back to the real number again.
fittstim is only have right. John nailed it on the head. If you don't have an aquaduct and you are bringing in enough food to grow then it will say "population growth 9999 turns" or whatever, this means you have a food surplus but have no room for the new citizens. It can also happen with shield in civil disoder as well but apparently that's not what your talking about.
