How do you trade workers?

Weird. I guess it's because I didn't have any cities on their island at all, and they didn't have any on my continent.

There's no logic in not being able to trade workers when you are not on the same continent. It is true that workers can't be airlifted (why is beyond me), but trading civs are more often linked through harbors, not airports. So what's the probem in putting those damn workers in a boat and sending them across the ocean?
