I always have it off. I don't want to be able to predict who is next to me. I'd rather have at least that aspect of the AI unpredictable."Corporation, n, An ingenious device for obtaining individual profit without individual responsibility." -- Ambrose Bierce
"Any society that would give up a little liberty to gain a little security will deserve neither and lose both." -- Benjamin Franklin
"Yes, we did produce a near-perfect republic. But will they keep it? Or will they, in the enjoyment of plenty, lose the memory of freedom? Material abundance without character is the path of destruction." -- Thomas Jefferson

On a world map (which I don't play on very often) it makes sense to have appropriate neighbors. However, on other maps I either go for random neighbors or specify all the other players for a specific challenge. For example, playing industrious against mostly militant civs.

Almost always off. I hate knowing who my neighbors are going to be. Part of what makes the early game so fun is all the suprises, in discovering the map and your neighbors.
It's also suprising when the Aztecs wind up next to me, Iroqs, and never attack. ...hmm
