What form of government do you have? If in despotism, you can't full advantage of bonus resources.

            Post a SAV.

Is it within the city limit... sometimes culture boarders fool you.

How much food are you getting from it? Does your city have a harbor, and if not, are you taking that into account?

I suspect Thrawn has it, open the city view and see if that square is shown and not greyed out.

Yes, that and a new city with no culture and limtied size would do it to.

Workers are the units you move around on the map to build roads and other things; Citizens are the people you assign to produce frood, shields, and gold from the terrain squares in your city limits (or be specialists).

I suspect you are talking about a citizen here.

(The other interpretation migh tbe that you misread the instructions and are trying to have a "worker" swim off shore to dance around on the fish, but that won't work because workers can't swim. You couldl oad the worker on a galley and park it ontop the fish but that would be worthless.)

I also suspect this is an effect of not fully understanding the city production boundaries. Two squares is not absolutely the limit. Directly at the compass directions the distance is only one square. The actual boundaries are shaped like a big fat plus symbol or X.

To confirm things, use your city display screen to look at things with the food/shield/gold output displayed and then assign a citizen to the fish square. The square will be a coast square and will probably yield three food and three gold if you can assign a citizen to it even if you have no harbor.

In the city display, you will see the actual outline of the city production boundaries. If the fish is outside the white line boundaries of your production area then you have not yet popped the cultural expansion barrier or you put the town in the wrong place.
