Problem with the editor: leaderheads on diplo screen

Changing the number of civ available on small maps, the diplomatic advisor only display 4 leaderheads... instead of 6.
Yes i did meet all the civs already.

I am using 1.21f patch (french version... no choice)
Any possibility to fix this?
