    I know I need to add "KeepRes=1" to the Civilization3.ini file, but I can't find such a file on my WinXP install... Am I supposed to make one?

    I would guess that you haven't run the game yet. The .ini file is generated the first time you run the game.

    If you have the folder sorted alphabeticaly it should be right below the executable like this


    Civilization3.exe
    Civilization3.Ini

    If you only 'Civilization3' then you have extensions turned off which is a bad idea that Microsoft has. They want to protect you from yourself by making it impossible to track files by extension.

    You should turn visible extensions on but if you don't you can still find the file as the type is "configuration settings" for all .ini files and it should be one or two KB in size.
