With such problems, he doesn't mind much about the empire.

I think he's saddend because my country is currently running at a deficit. His next line will probably be, "Unless we get some more gold, we cannot support more of our glorious troops."
But I do agree, he should be a bit more up-beat about it.

you'd think when saying that he would look , I dont know.... i bit more happy about saying that. (unless you blasted enemy and your troops with nukes) that would mean mixed emotions,

I guess it's moot now - the Aztecs and Egyptians all but destroyed them, and now they have 1 city sitting on some tundra.

1. Do you have the money...?
2. Have you broken agreements in the past, if so the won't accept GPT deals anymore, or will will be very reluctant to do so.
Even when dealing lux, 'bit strange, because even if you don't go the 20 turn distance, he wouldn't loose anything..

Hey Mao, beggars can't be choosers!!
This just happened to me. I am the most powerful civ on Earth currently- my military is just above the Aztecs in strength, and I have all units upgraded (no swordsmen, longbows etc left). China has been in several wars and is down to 1/2 of their peak territory. Look at this (I don't have Photoshop, but my offer is the Gods-honest-truth):

The most they could take out with a single nuke is 9 MAs, nothing, really. I'm producing 20-30 of them every turn, after all.
Not only is such an arrangment of armor easier to awaken, it's also less of a target than a huge column of 30-40 MAs.
