Modern era trade disruption would have nothing to do with presence close to a foreign port but would interrupt trade on the high seas. There a lots of ways to make civ more realistic in that respect. Airports are too powerful an escape hatch as well. Importing coal via airplane?? I don't think so.

if at war it seems that some airplanes on "patrol the skies" should block the use of the airport , if there are no land roads , and there is a naval blockade with lets say a carrier , then that city should become isolated , ...
