    Disclaimer: I usually do a search before posting a question like this, but I just took a muscle relaxer and a painkiller, and it's hard enough typing this message. Sorry if it's been answered before.

    I'm about to finish up a WOW and want to switch from Despotism to Monarch. I have also mobilized a large army on my northern border, poised to launch a war against the puny Babylonians.

    My question is this: should I start the war now or wait until the Wonder is completed and change governments first? Does the form of government affect combat effectiveness? And does Anarchy, which I suppose is a form of (non-)government as well, have any effect?

    The form of government has no effect on combat results. The only thing to worry about is that during the period of anarchy, you will not be able to build any new units, thus leaving your front troops with no replacements for 5-6 turns.

    However, finishing the wonder prior to switching to Monarchy is a must! Anarchy stops all production completely, so you would be losing 5-6 turns of the wonder race...

    I would probably finish the wonder, switch to Monarchy, and then go to war, but that's just me... I am sort of overcautious, seldom taking risks. If you do know that Babs have no chance against your mighty army, don't wait and go get 'em...
