To whom is this statement directed?
Japs, Russians, Zulus and other civs have are set (in the Editor) on high in their Agressiveness Slider. These Civ's tend to be a bit on the arrogant side when it comes to Diplomacy. IMHO there is a direct correlation btwn them. On the other hand when you have India or France for which the AS is set to low they tend to be a lot more friendly during interaction!
