in the editor when editing rules and you are under the 'difficulty levels' tab, what is the decreasing 'percentage of optimal cities' number from level to level implying?

Optimal Number of Cities (OCN) is a corruption limit. Building more cities than the OCN increases corruption, going beyond 1.5 or 2.0 times OCN increases it more. OCN is based on the size of the map.
The difficulty level modifier therefore modifies the OCN based on difficulty level.

alright so if i'm playing monarch on a huge map -- the normal OCN for huge would have been 32, but the 85% penalty for playing monarch drops my OCN to 27.2 cities (or 27 cities) -- is that correct?
also, once you go beyond the OCN, is it just new cities created that will suffer the harsher corruption, or will now some of the original "early" cities near my capital start to hurt worse as well?
