I know you can edit the optimal number of cities from the civ editor... but have no clue on how its done does anyone know how... is there any other way of changing the damn effect of corruption?

Optimal number of cities is in the World Sizes tab of the editor. You can also adjust the overall level of corruption for each difficulty level in the Difficulty Levels tab, as well as a percentage modifier of the optimal number of cities.
