Perhaps the original author is thinking about stuff like traits and unique units. In that sense, he is correct - so, the Zulu have the "terrifying" Impi and the Aztecs have the "stunning" Jaguar warrior. The Russians have the powerful Cossacks and the Germans have kick-ass panzers. Gosh, that guy doesn't know what he's talking about, does he.
