    I'm still a little confused about communism and it's corruption levels.

    i assume it takes a "net" corruption level for your empire, and then evenly distributes it to all the cities.

    this way, building courthouses reduces the net corruption of your empire, making the overall corruption of the empire less.

    is this how it really is?

    That's my experience. Police Stations help too, of course.

      In a big enough empire, communism is better (EDIT: with corruption levels) than the other govt types. It depends on how many cities and how spread out they are.
